IGU Right of Way Assessment - North Pole Gas Distribution System - 2014

Interior Alaska residents have traditionally heated their homes with wood, coal and fuel oil.  It was hoped that a North Slope to tidewater natural gas line would eventually lead to a tap in the Fairbanks area that would result in access to the lower costing and  cleaner burning alternative.  In 2017, Interior Gas Utility (IGU), a public utility owned by the Fairbanks North Star Borough merged with the private Fairbanks Natural Gas Co. (FNG).  Since the inception of FNG and currently, gas is trucked up the Parks Highway from Nikiski.  In facilitate expansion of natural gas in the interior, IGU commenced a long term plan to develop a natural gas distribution system throughout the Borough.   R&M joined Michael Baker Jr., Inc. as a sub-consultant to provide title review services and to assist with the acquisition of the required utility, right-of-way and excavation permits.

The title review phase involved the review of any existing rights-of-way that could accommodate the proposed distribution system.  The primary existing ROW included state & federal section line easements, dedicated street ROW & Public Utility Easements created by platting action and DOT&PF managed highway ROW.  Permitting included securing the appropriate authorizations for ROW managed by the City of North Pole, FNSB Road Service Districts, the Alaska Railroad, DOT&PF Utility Permits, DNR authorization for use of section line easements and authorization to cross several historic military pipeline rights-of-way.

For a project like this, the initial objective is to validate all of the existing ROW that are available for placement of the proposed distribution facility.  Once that has been accomplished, the next step is to define any additional ROW that must be acquired.  The permitting phase can be one of the more contentious steps given that the proposed distribution system will generally be consider a secondary use of the existing ROW and therefore a use that cannot be allowed to conflict with the primary use of the ROW.

One of the more interesting areas of ROW research for this project were the historic military pipeline rights-of-way beginning with the CANOL line constructed between 1942 and 1944 and the Haines - Fairbanks pipeline constructed between 1953 and 1955.
