This project was the result of a settlement agreement between the State of Alaska and Flint Hills North Pole Refinery. As a result of the refinery releases of sulfolane, an industrial solvent used in gasoline production, the agreement provided for the expansion of the public water system to over 700 structures where the sulfolane had contaminated the groundwater. R&M's ROW Services unit was sub-contracted to provide two services: Review the existing rights-of-way within the water system expansion area and determine what additional ROW would be necessary - and - acquire approximately 70 parcels to fill in the gaps. As the focus of this website is on the research and review of existing rights-of-way, this page will be limited to the work required for that review.
My report is labeled as a Draft due to our work moving ahead in a non-linear manner. No formal review or approval was required before we moved into the next phase. The existing ROW review looks at four primary types of existing ROW that could be used for the placement of utilities. These included section line easements, highway ROW under DOT&PF jurisdiction, subdivision roads within a Fairbanks North Star Borough Rural Services area and Public Utility Easements dedicated as a part of the platting process. Ultimately, the expanded water system and ROW would be owned and operated by the City of North Pole.
