Galena Campion Road - Beaver Creek ROW - 2015

The purpose of this report was to determine the status of the existing ROW along the Galena - Campion Highway (aka "Tiger Freeway") at the Beaver Creek crossing.  This assessment was in support of a project to replace a failing culvert at Beaver Creek that drained into the Yukon River.  Special consideration is required due to the many restricted native allotments on both sides of the road.  Typical of an Alaskan rural village, the existing ROW was found to be based upon a variety of authorities including ANCSA 17(b) easements, RS-2477 trail easements, a federal 44 LD 513 administrative classification as a result of a military facility and public easements by prescription.  The conclusion of this report determined what additional ROW needed to be acquired.
