Dalton Highway - RS2477 Right-of-Way - 2015

This study of the RS2477 ROW for the Dalton Highway was a part of the Right-of-Way Assessment for the Dalton Highway MP 18 - 37 project.  A review of the existing ROW provided an opportunity to consider past assertions by the State that the bulk of the highway ROW crossing federal lands was based on RS-2477 rather than a grant based upon the Trans Alaska Pipeline Act.

The bulk of the materials in this review were collected by Bruce (B. A.) Campbell, who served as both Commissioner of the Department of Highways between 1971 - 1974 during the construction of the Dalton Highway and again from 1993 - 1994 in the Department of Transportation & Public Facilities.  Campbell strongly maintained the position that the RS-2477 basis for the Dalton Highway ROW between Livengood and Prudhoe Bay represented the only valid authority for the ROW claimed by the State.
