Claus-Michael Naske was a UAF professor of history who passed in 2014. I became aware of him not long after my 1986 start as Northern Region DOT&PF ROW Engineer. A part of that job included the research of existing highway ROW. This often required digging into many archives of information that would provide clues as to the projects, dates of construction, funding and operations of the Alaska Road Commission and the Bureau of Public Roads.
Our NR Planning & Research sections contracted with Naske in 1983 to prepare a report on the history of the Alaska Road Commission and again in 1987 to report on the effect of the Federal-Aid Highway Act of 1956. In 1986 he published "Paving Alaska's Trails - The Work of the Alaska Road Commission". This treatise provides an excellent resource for the Alaska ROW professional who seeks to understand the pre-statehood history of highways in Alaska. Note that while Paving Alaska's Trails was subject to copyright when published, it has long been out of print and few copies are available to researchers. At this point I am electing to provide a scanned copy on this website in the hope that the copyright gods will not take offense.
In 1988, NR Planning contracted with Naske to research 22 historic Alaskan trails in anticipation of an RS-2477 assertion effort. Once the document sources had been identified, the scope was extended to collect historical data that covered the majority of trails under Alaska Road Commission jurisdiction.
There is no easy way to provide names for many of the files that clearly reveals what might be in them. But that's OK as it will give you a rainy day opportunity to browse through a variety of interesting historical records.
