By 1998 I had been the DOT&PF Northern Region ROW Engineer for almost a dozen years. I had come to realize that there were certain peculiarities with highway ROW easements as opposed to typical land boundaries that warranted a review of methods by which they could be surveyed.
This paper looks at the varying forms of monumentation used by DOT&PF and its predecessor agencies, how they were established and the authorities that formed the basis for the rights-of-way.
